Introduction of e-Invoicing in
Mauritius
The Mauritius Revenue Authority (MRA) has implemented an e-Invoicing system that requires sellers to digitally process their invoices or receipts in real-time with the MRA before issuing them to buyers.
The system uses an Electronic Billing System (EBS) to create electronic invoices and related documents, which are then transmitted to the MRA's Invoice Fiscalisation Platform (IFP).
EBS must be capable of producing invoices in a standard e-Invoicing format, digitally stamped with a valid certificate or token issued by the MRA, for transmission to the IFP.
The regulation emphasizes compliance requirements for EBS, including the ability to generate invoices in JSON format, secure storage, anti-tampering features, and role-based access control.
E-invoices must contain specific data fields such as invoice details, seller and buyer identification, and a description of goods/services, and must be transmitted and verified through MRA's APIs.
The system aims to increase automation in invoice processing, expedite VAT refunds, pre-fill VAT returns, encourage tax compliance, ensure a level playing field for businesses, and enable paperless electronic storage of invoices.
